Spectator Screen shows that the Springboard overlay is active.

steam has a "show VR view" in it which shows whatever the headset sees. I use this all the time. The other way I can tell the overlay is active is the mirror screen goes fuzzy. Its pretty obvious actually.
What would be really nice is a way to display the time on the mirror display. That would actually be a benefit.

I'm glad this is under review. In the meantime, a workaround is to use the steam mirror display.
Edit: the main reason why it's not active is because the screen mirror shown by default is the game mirror itself instead of the display. Springboard quietly runs in the background. This is also why the guardian walls don't show up on the spectator screen.

Deven North: On our Oculus Rift S headsets that Steam VR view is laggy. On Valve index there is no problem. We found similar tool for oculus - Compositor Mirror. But there is another problem for both of them - if we open game from springboard launcher then for example google earth window appears above steam vr view and operator needs to manually minimize that window. Which means that we can't just leave clients alone there always needs to be operator who minimize, maximize or change window focus.
In conclusion it would be good if springboard had their own vr view which would always be in focus and showed all games in fullscreen. Also when launcher gets inactive and game video trailers (video reel) starts to play then we see Windows taskbar because that game trailer windows is not in focus. Maybe that video reel could also be integrated in that vr view.
